All of Avalon’s technology development and helpdesk support is managed in-house. This allows us to regularly release updates with new features and enhancements, based on your feedback. On-site and Web-based training for our technology is readily available. In addition, video and PDF training guides are posted within Web Merlin to assist in using the portal’s features. Avalon created our Centralized Bond Unit (CBU) in 2005 when CBP began filing continuous bonds with the Revenue Division. Through our Web Merlin™ portal and the CBU, Avalon has consistently maintained the lowest rejection rates in the industry for new continuous and ISF bond filings.

While many customs brokers prefer the ease and simplicity of using Web Merlin to file bonds electronically, our CBU can process all new continuous bonds on your behalf, as desired by you. In addition, the CBU minimizes any strain on your operations by managing the entire rollover process to transition continuous bonds from one surety to another. Avalon can also work with you to pull the data from your ABI system to make the transition even smoother. Our experienced and dedicated CBU will save you time and money, while providing operating controls and data to enhance your customer relationships.

The CBU maintains an excellent relationship with the Revenue Division and meets with them on a quarterly basis. Our Web Merlin portal is also regularly enhanced based on the Revenue Division’s newest requirements, and we are often a surety test pilot for CBP’s paperless processes.

Avalon acts as the Managing General Agent for our Surety and Cargo Insurance programs, which provides us with the authority to manage all underwriting and claims activity. We are responsible for literally every aspect of underwriting for all Bonds, riders and Cargo Insurance transactions written under our program.

We extend underwriting authority to our logistics partners based on their knowledge, expertise and loss history. Our objective is to take an informed approach to underwriting, and our clients are a critical part of this process. When our customs broker clients provide their importers with Customs bonds, for example, we evaluate their relationship with their customs broker, entry liquidation history and expected activity in future bond periods as part of our underwriting process. We also have access to multiple sureties which allows us to underwrite large bond risks.

With regional branches located across North America, we are able to respond promptly with approval.

Bond Claims
Avalon takes a proactive role in the bond claims process and our claims staff has the expertise to file petitions and protests in-house. Unlike many sureties, we handle the vast majority of our claims in-house and work with our customs broker partners early in the process to mitigate claims whenever possible. Your profit is maximized because program cost and loss experience are reduced through Avalon’s expertise.

Avalon’s claims data is captured and managed in our proprietary Argante Customs Claim Database, which enables us to provide reports to help manage your production and claims activity each month. Avalon’s Customs bond interface is dynamically linked to several sets of data to offer a unique set of tools to our clients for evaluating an importer. Claims training and/or meetings can also be coordinated with your post-entry and compliance team. Our tools also help customs brokers provide their importer clients with the highest level of service.

Transportation Claims
Avalon provides claim services for all claim types, including Shipper’s Interest, Legal Liability and E&O claims, whether above or below the policy deductible. Avalon manages the entire claims process for an agreed fee, as well as subrogation on a contingency basis. We can tailor our claims process to include multiple services, such as appointing surveyors, sending claim letters and requests for documentation, settlement recommendations, denials and payments, and overall claims management using our ARMour Claims Database.
